The GIBC was created in accordance with North Carolina General Statute §58-31-60. The Group Insurance and Benefits Committee is concerned with all types of group insurance and retirement programs for employees. It is also concerned with other fringe benefits that promote the welfare of the faculty and/or staff of the University.

Minutes: The committee reviewed and approved the May 10, 2016 meeting minutes.

Benefits Office Updates: Joe Williams, HR Benefits Director

 

Introductions

Joe gave a broad overview of the benefits offered by the State and the university.

 

Annual enrollment

Annual enrollment starts October 1st and becomes effective January 1st. Everyone will be defaulted to the 70/30, you will have to log in or call to make any changes. The State Health Plan has said the Health Assessment will work this year and you can do your Health Assessment now, we recommend to not wait until the last day. The 70/30 plan will now have a wellness credit attached to it and if not completed employees with have to pay more. Employees have to complete the Tobacco Attestation to receive that credit.

We have worked hard to advertise and let everyone know about Annual Enrollment. We have sent out emails through the colleges to let employees know. We have set up e-boards and have organized speaking engagements all over campus (4-5 in Spanish), notifications have been sent through mail by the state. 70/30 tobacco attestation does not apply to the retiree health plan, it doesn’t have the surcharge. You can always change your health care provider, just choose one so that you are not charged the surcharge.

MetLife is taking over the dental plan for 2017, the rates are lower and there are more dental benefits with less premium.

The vision plan has had the most complaints.  You get up to $100-$150 frame allowance. People still have to pay a little more out of pocket for glasses.

 

Employee Appreciation

September 26th is Employee Appreciation at Reynolds. There will be free food and free giveaways, with many campus partners and vendors attending. They will be there to provide information on everything that is available to employees.

 

Childcare center

Currently located at Dorothea Dix Center; it’s a small center that holds about 42 children. It’s a 5 star program, operated by Bright Horizon. The city of Raleigh has purchased the Dorothea Dix Center and has given notice that we will have to vacate the center. We have been working with real state groups and Staff Senate on ideas on where to move. We have explored building a center, but the issue of how to finance it is a concern, as it is expensive to staff and run. The current wait list is at 63. A larger center, to hold more children would be ideal. Turnover is hard to say, an infant can stay there until age 5, since it’s popular and parents love it.
