The minutes of the September 24, 2018 meeting were approved and have been posted.

Information / Discussion Items

1. 2019-21 Biennial Six-Year Capital Plan (Info Item 18.09): D. Morton stated that the 2019-21 Biennial Six-Year Capital Plan request from the UNC System Office has new criteria for this submission: (1) no new construction capital projects are to be submitted, and (2) Repair and Renovation (R&R) projects are to be submitted in two categories: Targeted R&R and Traditional R&R. L. Moore distributed handouts with the Targeted R&R criteria and the proposed top six Targeted R&R projects for review. Lisa Johnson said that Staff Support ordered these top six projects based on the members’ directives from the September 24th meeting giving priority to science, technology, engineering, and math (STEM) projects and buildings to be partially/completely vacated when Fitts-Woolard Hall opens in 2020. S. Jones-Humienny provided the Integrated Priority List (IPL) scores on the projects. D. Morton noted that the IPL scores are one factor in project evaluation and ordering, and the University’s priorities are another. Lori Johnson relayed the restriction that if the state borrows funding to finance renovations, then only certain types of research may be allowed within a debt-financed building.

Provost Arden stated that the University’s top priority remains the Integrated Sciences Building. [Subsequent to the meeting, University Administration renamed the project Integrative Sciences (Chemical and Biomolecular) Building.] D. Morton articulated that the new capital project would be included in the memo accompanying the submission to the UNC System Office. A. Rebar stated that the new building should not be departmental, but rather a mix of teaching, training, and research centered on a research theme. Provost Arden urged the scope to be further defined.

L. Moore distributed a handout with a potential scenario for the Fitts-Woolard backfill of Daniels, Page, Mann, and Burlington. Provost Arden requested that DELTA testing gain space in the North Campus precinct to accommodate current and future demands. Alternative options were requested to review CHASS space options in Daniels and Page. Additional science teaching labs are a necessity.

USC directed staff support to review additional Fitts-Woolard backfill scenarios and develop programming scope for the Integrative Sciences (Chemical and Biomolecular) Building.

2. D.H. Hill North Entry: Lisa Johnson reviewed the project with the goal of opening the north entry doors at the Erdahl Cloyd wing in spring 2019 prior to the Brickyard entry doors closing in summer 2019 necessitated by the Academic Success Center project construction. D. Morton noted that the Campus Capacity and Assessment Study identified the need to improve the connections to Hillsborough Street: this project will shift the bus stop; improve the plaza landscaping and hardscaping; and create a connection to Hillsborough Street. The construction will be phased with some construction activities occurring during the summer.
